There is lust at first sight. There is interest at first sight. There can be curiousity, attraction, or disgust at first sight. All of these emotions can be based on a single, superificial assessment.
So called love at first sight is actually something else (usually lust) masquerading as love. True love means understanding, accepting, and adoring who the other person is. It means feeling that you complete each other in some way. The best person to be in love with is your best friend. If you have only seen someone, you do not actually know anything about them. You can make assumptions based on their appearance, but they are only assumptions. Until you know a person, you cannot truly love them.
